摘要
本文在分析国际先进农业科学技术引进类项目重要意义的基础上,讨论了评价该类项目的应注意的原则,并结合农业科技引进项目的特点,构建了农业科技引进项目绩效评价的指标体系。最后,从提高我国农业科技引进项目绩效的角度出发,从确保引进类项目评价的准确性、增强评价方法的针对性和有效性、加强对农业科学技术引进项目管理的评价三个方面提出了对我国政府进行科技计划项目绩效管理的建议。
The current situation and evaluation study of Chinese agricultural science and technology introduction program are analyzed in this paper. And combined with the characteristic analysis of agricultural science and technology introduction program, an index system aiming at evaluating introduction program performance is built. Besides,this paper provides corresponding method and calculating model. Finally,in order to improve the performance of Chinese agricultural science and technology introduction program and give some reference to the government of the program management,this paper proposes advices on 3 aspects: perfecting the program evaluation methods and system,strengthening the supervision of work in different period of the program, and constructing a fair and judicial evaluation system.
