摘要
开发银北土地资源,是宁夏发展黄河农业的潜力所在。限制银北灌溉农业的主要因素是排水不畅、灌水困难和土地盐碱,解决灌溉排水问题的关键则是井灌井排工程的妥善处理。本文针对这些问题,提出用调整水费政策,建立纯井灌区的办法,解决银北土地的“三害”,并对这些措施作了多方面论证。
There is a great potential of developing the agriculture relying on the Yellow River by exploiting the resource of land in Yinbei, Ningxia. The main problems limiting irrigation farming in Yinbei are poor drainage, difficult to irrigate and saline-alkali soil. In order to solve the problems the projects concerning well irrigation and well drainage must be dealt with properly. The paper also sug-gested to take some measures which were expounded and provedfrom different aspects,such as adjust-ing the-present policy of water charge and establishing irrigated areas only with well water.
