摘要
上海市浦东新区区域经济社会和产业发展面临新的战略挑战和发展需求。上海市浦东新区应在整个技术创新过程中,以产业和企业需求为浦东区域性产学研协同创新的原动力,围绕浦东核心产业和重点产业领域发展需求,引入竞争机制,面向全国高校和科研院所公开招标,创设浦东区域性产学研协同创新引导基金,对进驻浦东的高校和科研院所予以基金资助,整合产学研技术创新资源,培育、引导和支持各种要素向浦东的产业和企业集聚。形成协同创新的基本主体和基本平台,创设协同创新的研发基地和引导基金,构建"四基"一体化的浦东区域性产学研协同创新运作机制和模式。
Shanghai,Pudong,the regional economy,society and industrial development are facing new strategic challeges and devel- opmentre quirements.In the whole process of technical innovation,Pudong New Area should take as the integrated innovative original driving force of the Pudong reginal production,education and research based on industrial and enterprise requirements.Around these core and key industrial development requiremnts in Pudong,introducing competitive mechanism,inviting tenders from higher educa- tion institutions and research acadamies nationwide;setting up Pudong regional guiding fund for integrated innovation in regional pro- duction,education and research;providing finacial aids to those higher eduction institutions and research acadamies settling down in Pudong;integrating technical innovation resources in production,education and research,nurturing and offering guidunce and support for various elements to gather around Pudong's industries and enterprises to form a unified innovative basic entity and basic platform, setting up a unified innovative R&D base and guiding fund,integrating the'four basic elements'into an organic whole to construct Pudong regional unified innovative operating mechanism and mode.
