摘要
改革的实践特征与中国改革的特殊性,决定了中国改革不能轻言告别"摸着石头过河"。顶层设计不是搞"改革计划书",用"计划"的思维搞改革是结不出"市场"果实的。顶层设计着力点是构建科学改革观,要着眼于回答事关改革再出发的一些根本性大问题。顶层设计为改革明确方向,"摸着石头过河"为改革探索道路,两者相辅相成。
Given the practical nature of reform and the particularity of China's reform,China cannot move forward its reform without sticking to the principle of 'feeling the way along inch by inch'.Top-level design is not to make a reform plan.A planning-based reform will not produce market-born fruits.The real top-level design is to establish a scientific outlook on reform and focus on providing solutions to certain fundamental problems that hinder China's reform from starting anew.The top-level design charts the course for reform,and 'feeling the way along inch by inch' serves as the approach of reform,with the two complementing each other.
