论“第三方准入”机制在LNG接收站的应用 被引量：4

摘要 LNG接收站是LNG产业链中极为重要的一环。在有的国家和区域,LNG接收站被视为上游资源供应环节的一部分而被彻底放开,形成自由竞争格局。但有的国家和区域却视其为具有自然垄断特点的管网运输的一部分,要求接受政府管制并采用"第三方准入"机制。本文探讨了"第三方准入"机制的原则和要件,介绍其在世界LNG接收站的应用,以及我国目前LNG接收站的一些基本情况,并讨论如果引入这一机制将对我国LNG接收站以及天然气市场带来的影响和意义。
