摘要
针对2013—2015年中国碳交易市场建设的"窗口期"机遇,提出了集团公司层面构建内部碳交易系统(internal-ETS,简称"i-ETS")的构想。在分析建立内部碳交易体系必要性的基础上,提出了大型石油公司内部碳排放交易体系的建设路线、实施步骤与规划以及预期效果。通过实施i-ETS,构建完善的产权制度和监督制度作为保障,从而实现温室气体排放权在企业内部的市场化运作,不但可以规避早期市场不成熟为企业带来的损失,同时也能帮助企业利用碳交易能力优势在早期市场中获益。
Aiming at the opportunities emerging in the 'window period' of China's carbon trade market development between 2013 to 2015, an internal Emission Trade Scheme(ETS) for large-scale petroleum company is proposed in this article. On the basis of analyzing the necessity of internal carbon trade scheme, the construction path, implementation steps and desired effects are presented. By establishing sound property right and supervision system, the in-house marketable operation system of greenhouse gas emission trade has been set up within the company, which can help avoid risk and get profit in the early market with the company's carbon trade capability.
