摘要
轨道交通具有项目投资额巨大、建设周期长、政府财政负担重、运营管理不完善等特点,如何改善城市轨道交通投融资环境,减少投资风险,已经成为相关政府部门和企业单位关注的课题。PPP项目融资模式能吸引大量的私有资本,分担一定时期内项目的建设和运营风险,改善了投融资环境。其中政府作用对PPP模式风险控制的成败起关键作用。本文从PPP模式风险控制出发对轨道交通PPP模式风险控制中政府的作用做了深入的探讨,对我国城市轨道交通建设具有一定的指导意义。
Rail Transit projects are with the characteristics of enormous investment,long period of construction,heavy burden on government finances and imperfect operation management.How to improve investment and financing environment,reduce investment risk has already become the topic which government departments and enterprise units concerned on.Financing environment is improved in the Public-Private Partnership which can introduce massive private capitals,share construction and operation risk in certain period.Government departments play a key role in the success or failure of risk control of Public-Private Partnership model.From the risk control of Public-Private Partnership for Rail Transit,the government role is discussed in this paper.It will provide some guiding significance for Rail Transit construction.
