摘要
论述了建安工程成本的内涵,分析了投标价格形成机制,提出了"社会平均先进成本"的概念。对投标价格在工程招投标活动中的定位进行了分析,并探讨了招投标活动中投标价格低于成本的认定方法。
The connotation of construction and installation project cost is discussed. Based on the mechanism of price-formation on bidding price, the concept of 'the average advanced social cost' is brought forward. It also analyzes the position of the price in bidding project. Moreover, the affirming method is argued when tender price is lower than cost.
