摘要
本文试图对转型社会的制度短缺作出理论上的阐释。文章提出在转型社会中，制度短缺是一个普遍存在的问题，尤其是时下的中国社会；对制度短缺作了理论上的界定；探讨了构成制度短缺的约束条件，指出了制度相较于社会发展的滞后性质；最后指出解决转型社会普遍存在的制度短缺的愿望和期盼，正是制度创新的动因。
This article is an attempt to work out a theoretical frame for analyzing institutional shortage in a changing society.It maintains that institutional shortage is a common problem in such a society as China during the on going transition,gives a concise definition of institutional shortage,and makes a thorough research concerning the constraints under which institutional shortage exists.Finally,it points out the fact that the development of institution usually lags behind social development and holds that the hope and desire for the solution of institutional shortage are the motive force for the renewal of institutions.
