摘要
人民调解制度有它的合理性，在依法治国的新形式下，人民调解制度由于对法治具有互补作用而显得十分必要，但现实中，人民调解制度在观念、立法方面仍存在不足，建议从加强人民调解组织建设。
Under the new circumstances of Rule by Law,the system of people's mediation is rational and quite necessary.But the system has some defects of concept and legislation.The organizations concerned should be reinfored,and condition of the people should be reported regularly.
