摘要
在高等教育改革实践中,高等教育体制是一个国家高等教育改革与发展的前提和基础,它是高等教育建设与发展的载体和组织保障。国家在制定高等教育政策首先必须以明确体制政策为前提。高等教育体制政策所规定的是有关高等教育中各种"主体"之间的关系。高等教育"主体"之间主要存在着两种关系:一种是"工作关系"即各项工作职责权限划分关系;一种是"资源关系"即各种资源分配利用关系。以协调"工作关系"和"资源关系"为出发点和最终归宿,是高等教育体制政策的应有范畴和内在规定性。因此,对高等教育"主体"之间的关系规定也就可以从协调高等教育"主体"之间的"工作关系"和"资源关系"两个方面着手,从而保证高等教育体制政策决策与制定的规范性、科学性。
In the reform of higher education,higher educational system is the premise and basis for the reform and development of higher education in a country.It is the carrier and organizational guarantee for the construction and development of higher education.When formulating apolicy of higher education,a country must consider'confirming policy of system'as the premise.What the policy of higher educational system regulates is the relationships among all kinds of'subjects'in higher education.There exist two kinds of main relationships among'subjects'in higher education:one is'work relationships',i.e.relationships concerning the division of work responsibilities and duties;the other one is'resource relationships',i.e.relationships concerning the allocation and utilization of resource.Taking coordinating 'work relationships'and'resource relationships'as starting point and destination is the proper category and internal regularity of policy of higher education system.Therefore,to construct policy of higher educational system from coordinating'work relationships'and'resource relationships'among'subjects'of higher education can guarantee the normativity and scientificity of the decision-making and formulation of the policy.
