摘要
在城市规模迅速扩张进程中,交通问题日益突出,最有效的解决方式是建设发达的城市轨道交通网,但巨大的投资压力制约了建设进程;随着铁路建设快速发展,很多枢纽出现了部分既有铁路能力虚糜状况。借鉴国内外大都市成功经验,将枢纽闲置铁路改造为以城市客运功能为主、以常规铁路运输为辅的"城市铁路",实现城市和铁路各自需求的有机结合意义重大。在对具有代表性的铁路枢纽进行案例分析基础上,建议作为我国加快发展城市轨道交通和挖掘铁路运输经济增长方式进行重点推广。
In the dramatic urban expansion process,the transportation problem becomes increasingly acute.The most effective measure to cope with this problem is to construct a well-organized urban rail transit network.However,considerable pressure of investment seriously impedes the construction progress.Furthermore,as the railway construction speeds up,some existing lines at many railway terminals have been idle.Based on analysis of representative railway terminals and by drawing on the successful experience from metropolises both at home and abroad,this paper proposes that the idle line in the railway terminal should be transformed into 'urban railways' in which the urban passenger transport is placed as its first priority and the regular railway transport as its second.The measures have important meanings for realizing a good combination between cities and railways on the basis of their respective demands,for accelerating the growth of urban rail transit in China,and for taking full advantage of the potential capacity of railway terminal.
