摘要
新疆地处欧亚大陆腹地,水资源总量不足且区域分布相差悬殊,生态环境脆弱,经济系统与生态系统用水的竞争矛盾十分突出。目前,结构性缺水问题已成为经济社会可持续发展的重大制约,对全疆水资源供用结构进行合理调整以支撑经济社会跨越式发展,顺利推进新型工业化、农牧业现代化和新型城镇化,实现长治久安具有重要意义。本文在深刻剖析新疆水资源及其开发利用存在的主要问题基础上,对未来新疆水资源开发利用的调控方向进行了探索分析,结合新疆未来经济社会发展态势与农业结构调整前瞻,对全疆未来20 a的水资源需求结构与供给结构调控进行了平衡分析,提出了到2030年新疆灌溉面积宜控制在533×104hm2左右规模指标、农业用水450×108m3和经济系统用水总量控制在540×108m3等关键指标。最后,分析了水资源供需结构调控对支撑新疆经济社会跨越式发展的作用,阐述了水资源供需结构调控过程中需重点研究的几个问题,试图为今后全疆水利发展与水资源可持续利用决策提供参考依据。
As located in the hinterland of Eurasian continent,Xinjiang is far away from the water vapor source,dry climate and complicated terrain make water resource scarce,significant differences of water resource distributions among regions,frail eco-environment,and stinging water demand rivalrousness between economical system and ecological system.As water shortage caused by reasonless water demand structure has been an obvious constrain for sustainable development of social-economical system in Xinjiang,it's great significant to make reasonable adjustment of water supply-demand structure for supporting the economic and social leap-forward development,promoting smoothly the new industrialization,agricultural modernization and urbanization,achieve long-term stability.Based on deep analysis on water resource and its current problems faced,this paper explored the future direction of water resource development and utilization in Xinjiang.Combined the prospect analysis of future social-economical development and agricultural structure adjustment,the 3rd section set forth the balance analysis of water resources demand and supply structure in the future 20 years in Xinjiang.It showed that we should control the irrigation area under 533.33×104 hm2,agricultural water consumption under 450×108 m3,and total water consumption for social-economical system under 540×108m3 in year 2030.The paper put forward the role of water resource supply-demand structure adjustment for supporting the economic and social leap-forward development,and stated a few difficulties should be focus and solved during the very adjustment process.All these analysis would be useful for decision-making of sustainable water resource development and utilization in Xinjiang.
