摘要
改革是社会主义发展的根本动力 ,也是推动公安工作发展的动力。当前 ,公安机关在体制、执法、素质等方面存在很多制约公安工作发展的问题。对此 ,必须以江泽民同志“三个代表”重要思想为指导 ,通过深化公安改革来解决 ,这就要建立“条块结合、以条为主”的公安管理体制、完善的公安执法机制、有利于提高民警素质的教育培训机制。
Reform is the main power to speed up the socialism and the work of the public security.At present,there are many aspects which are not perfect and hinder the development of the public security,such as the mechanism of the administration,the quality of the policemen and enforcing the law and soon.Therefore,we should take“three represents”theory as our guide to action and further the reform to solve those problems.This requires us to establish a new mechanism of admimstration,a better mechanism to enforce the law better and an education system to improve policemen.
