摘要
在全球气候变暖和资源环境约束的背景下,以低能耗、低排放、低污染为标志的低碳技术与产业正在成为全球经济发展的新趋势,成为继工业革命以来世界范围内新技术革命和产业结构升级的第五次浪潮,成为越来越多国家的战略行动。全球碳排放总量的刚性约束正在改变着发达国家的能源政策和发展模式,发展中国家也正面临着高碳与低碳不同经济发展方式的选择。本文在辨析低碳经济的概念和理论内涵的基础上,分析了低碳经济系统的运行机制,就低碳经济系统建设提出若干构想。对中国多层面推进低碳经济发展,实施由高碳向低碳经济系统的战略转换提出相应的路径与方法。
