摘要
从贸易与环境二个视角剖析了绿色贸易壁垒的历史背景,指出绿色贸易壁垒既有其合理的环保价值内核,又是一些强势国家实施贸易保护主义的载体;通过用动态与静态相结合的方法辨证地分析了这一技术性贸易限制措施对中国贸易与环境可能带来的正反两个方面的影响,以澄清目前一些对绿色贸易壁垒片面性的认识误区;并从实现贸易与环境良性互动的目标出发,提出了我国应对绿色贸易壁垒的一系列策略措施。
The paper presents the historical background of the green trade barrier from the viewpoints of both the trade and environment, and points out that the green trade barrier not only has the reasonable core of the environment protective value and also is a carrier that some powerful countries carry out the protectionism. Then by combining dynamic with static state,it analyses dialectically that the technical trade restrictive measures are likely to bring on both positive and negative effect of the trade and environment of China so as to clear up the one-side misunderstanding knowledge about the green trade barrier in some documents. Finally, from realizing the virtuous interactions of the trade and environment, it suggests a series of tactful measures that our country should take to deal with the green trade barrier.
