摘要
评价指标体系对制度的构建和完善有着重要的作用。我国原有的农村社会养老保险制度无法解决农村人口的养老问题,农村亟需建立有效的新型社会养老保险制度以应对养老挑战。而养老保险制度是否有效需要一套科学可行的评价指标体系对其进行全面考核。本文从养老保险制度功能以及我国的国情出发,设计了包括公平性、有效性、可持续性以及制度可衔接性四大关键指标的农村养老保险评价指标体系。
