摘要
在"全球化"和"欧洲一体化"、国内社会经济的发展以及提高就业率等因素的推动下,意大利进入新世纪后对其教育与培训制度进行了新一轮的改革,其中"法53/03"的颁布具有重要意义,对意大利的教育与培训制度进行了重建:延长了义务教育与培训的年限;体现了教育与培训制度的"一体化"、"开放型"和"平等性"以及权力的"去中心化"等特征,并采用欧洲质量框架(EQF)对教育质量进行监控。但由于经济、政治和师资等原因,改革也引起了许多争议和问题。
