摘要
在介绍PPP-BASED BOT模式产生的背景及PPP-BASED BOT概念的基础上,本文首先分析了传统BOT模式存在的问题,并将PPP-BASED BOT模式与传统政府独资建设运营项目以及传统BOT模式进行比较,从组织构架、管理模式、运作方法等方面论证了PPP-BASED BOT模式的优越性,最后对PPP-BASED BOT模式在我国基础设施建设中的运用提出了建议。
This article introduces the background of the PPP-BASED BOT model at first,and puts forward the con-cept of PPP-BASED BOT model. By comparing PPP-BASED BOT model with conventional BOT project and govern-ment-owned project,it reflects that PPP-BASED BOT model has some obvious advantages. At last,a few suggestions are brought up for practicing PPP-BASED BOT project in China s infrastructural construction.
