摘要
2006年,中日两国各自发布了《国家中长期科学和技术发展规划纲要》和第三期《科学技术基本计划》。由于经济发展步骤和科技体制的差异,所以两国最新科技创新政策在制订背景、政策目标、战略重点、政策环境以及特点等方面都存有诸多异同。日本的最新科技政策对中国有着较强的启示,这表现在:科技政策的制订应更加具体、有针对性,深化科技体制改革,健全"产学官"的合作研究体制。
