摘要
《丹江口库区及上游水污染防治和水土保持规划》已于2006年2月10日经国务院正式批复,目前正在逐步实施。以往,库区及上游有关部门和地区已相应编制了一些水资源保护方面的规划,包括地方国民经济和社会发展规划,但这些规划之间缺乏衔接,难以满足当前水资源保护形势的要求。从中线水源区水资源现状出发,分析了丹江口库区目前水资源保护及管理上出现的新情况、新问题;阐明了水源区的水环境保护、管理、监测的重要性,进而从宏观上提出了流域与区域相结合,加强水资源统一管理的设想、方法、途径;提出了切实保证南水北调中线工程水源区水资源质量的措施与对策。
