摘要
目的 :对南通市参加医疗保险的离休干部医疗服务利用量与费用进行分析 ,为科学、有效实施离休干部医疗保险提供依据。方法 :用SPSS1 1 .0分析 2 0 0 0年至 2 0 0 2年医疗实际数据。结果 :( 1 )门诊利用率90 %以上 ,年人均门诊 2 3次 ,住院利用率 42 .9%～ 48.2 % ,年人均住院 4.5次 ,平均住院日 46～ 42天 ;( 2 )年人均医疗费 1 70 0 2 .9～ 2 2 5 2 1 .4元 ,年平均增长 1 5 % ,住院费用增速快于门诊费用。离休干部医疗服务利用各项指标均远高于同期 70岁以上参保者。建议 :南通市离休干部存在与当前国力不相符的过度利用。建议建立稳定可靠的基金筹集渠道 。
Objectives: Analyzing medical care utilization and costs of veteran cadres,and providing some evidences to establish a scientific and effective strategy to administrate the health service utilization. Methods: Data was collected from the database of employee's medical insurance in Nantong City from 2000 to 2002. Results:(1) Over 90% of veteran cadres used outpatient services,and 23.8 visits per year. Hospitalization rate increased from 42.9% in 2000 to 48.2% in 2002. The persons who had admission hospitalized 4.5times a year.The average length of staying were 46～42 days. (2)The average medical charges increased by 15% of annual rate,from 17 002.9 to 22 521.4 Yuan per capita in the three given years. Suggestion: The favored policy has ensured sufficient and some excessive medical care utilization for veteran cadres.Some cost control mechanism should be introduced, and stable fund sources should be found.
