摘要
在肯定了整顿出租汽车市场秩序、确保油价改革方案顺利出台取得初步成效的基础上,指出当前出租汽车清理整顿工作还存在四个方面的认识不足:一是对出租汽车行业稳定和服务质量的提高认识不足,二是对出租汽车行业定位和性质认识不足,三是对出租汽车行业长期存在不稳定因素的认识不足,四是对提高出租汽车司机的综合素质认识不足。在强化这四个方面认识的基础上,指出要着眼长远,立足当前,抓好中央领导批示的贯彻落实工作,强调认识要统一、责任要落实、行动要坚决、思路要明晰、预防监控的手段要到位、服务要优化。
In light of the preliminary progresses made in improving the orderliness of taxi market operations and introducing taxi gas-price regulation scenarios, this paper points out there still exist 4 major concerns, namely, 1) services qualities of the taxi industry, 2) the nature and positioning of the taxi industry, 3) the long term factors influencing the stability of the taxi industry, and 4) qualifications of the taxi drivers. Urging more attention on these issues, and according to current situations of the taxi market, the author emphasizes the importance of formulating long-term strategies in following advices from central government leaders, and suggests that consensus should be reached, responsibilities realized, steps taken, and courses of thinking streamlined, in implementing measures of monitoring services of the taxi industry.
