摘要
中国(天津)自由贸易试验区共有三个片区,自建区以来各片区产业集群取得长足进展,但也存在原有产业基础不足、产业群发展不完善、航运发展不稳定、海关监管模式有待提升、创业创新政策体系不完善、政策执行实施不到位、服务质量及效率需要提高等问题.应建立以东疆港与空港片区为基础,以中心商务片区为核心,建设互相联系的产业集群,培育东疆港片区以海运为基础产业群,建立京津冀空陆海联运中心,培育中心商务区片区服务京津冀,连接东疆与空港两个片区,通过制度创新培育自贸区产业集群.
China(Tianjin)Pilot Free Trade zone has a total of three free trade areas.The industrial cluster has made rapid progress since the zone was set up,but there still exist some problems,such as industrial foundation and development of industrial clusters are imperfect,the shipping development is instable,customs supervision mode needs to improve,and entrepreneurial innovation policy system is imperfect,policy implementation does not reach the designated position,and service quality and efficiency should be improved.This paper puts forward suggestions,including constructing interrelated industry cluster that is based on the ports of Dongjiang and Airport area,and central business district as the core,fostering Dongjiang area on the basis of the shipping industry group,establishing Air transportation-Land carriage-Sea transportation center in Beijing-Tianjin-Hebei region,cultivating service industry in center business district(CBD),connecting Dongjiang with Airport area,in order to foster industrial cluster in Free Trade Zone through system innovation.
