本质安全建设理论体系架构创新实践研究(一)

摘要 电网企业涵盖业务多、管理链条长、安全压力大,需要探索出适合企业内部安全管理的长效机制,从而逐步提升全员安全素养和安全技能,全面防控各类风险,实现企业长治久安。介绍了电网企业本质安全建设的背景、现状、指导思想等理论体系,提出了以“一标双控”为抓手的落地实践模式,为打造本质安全型企业提供了理论指导及实践方法,具有很好的借鉴意义。 Power grid enterprises which cover wide-range business and long management chain,and face big pressure in safety,need to explore the long—term mechanism suitable for internal safety management,gradually improve staff safety quality and safety skills,and comprehensively prevent and control various risks to realize long—term stability of enterprises.This paper introduces the background,present situation,the guiding ideology of the theory system for intrinsic safety construction,pdls forward a practical implementation mode that takes“one standard,double control”as a handle,to provide theoretical guidance and practical means for building the intrinsically safe type enterprise,which has a good reference significance.
