摘要
2013年至2014年,华北地区连续遭遇严重雾霾天气,河北等地首当其冲,为了全面应对雾霾事件,减少雾霾对公共福利的影响,河北在环境治理领域加速实施"急时行政",在环境保护和污染防治上全面出台各类公共政策,及时为公众提供环境保护公共产品.其中,环境经济政策作为环境"急时"公共政策的重要组成部分,在干预和防治雾霾等环境污染中,发挥了不可替代的关键作用.本文将对河北在环境经济政策领域采取的各种"急时"政策工具展开系统梳理,通过层次分析法等评估方法进行分析,并在此基础上提出相应的对策建议.
From 2013 to 2014,North China suffered severe haze weather continuously,and Hebei took the first place.In order to comprehensively respond to the haze events and reduce the impact of haze on public welfare,Hebei accelerated the implementation of"emergency administration"in the field of environmental governance,comprehensively issued various public policies in environmental protection and pollution prevention,and timely provided the public with public goods for environmental protection.Among them,environmental economic policy,as an important part of environmental"emergency"public policy,plays an irreplaceable key role in the intervention and prevention of haze and other environmental pollution.This paper will systemically sort out the various"rush"policy tools adopted in the field of environmental economic policy in Hebei Province,nalyze them by AHP and other evaluation methods,and put forward corresponding countermeasures and suggestions on this basis.
