厦门市翔安区残疾人康复现状与需求调查及其对策分析

摘要目的调查分析厦门市翔安区残疾人的康复现状及需求,并探讨总结出相应对策,以期提升残疾人的生存质量.方法本文选取厦门市翔安区2021年1-12月2349名持证残疾人作为此次研究对象,在该区政府的协助下,采用问卷调查的方式统计该区残疾人的基本情况、康复状况及康复需求等内容,找出存在的问题,并分析总结出相对应的策略.结果2349名残疾人中,年龄分布主要集中在46岁及以上,占比为80.63%;以大嶝街道残疾人数最多,占24.69%,其次是马巷街道,占20.69%,第三是新圩镇,占17.11%,内厝镇占比最低,为4.17%;肢体残疾人数占比最高,为45.00%,言语残疾人数占比最低,为1.15%;二级残疾人数最多,占比为41.93%,其次为四级残疾,占比为26.35%.2349名残疾人中有998名有康复需求,康复需求率为42.49%;医院、社区、居家康复需求占比分别为32.48%、21.88%、14.73%;曾接受康复医疗服务的残疾人占比最高,为23.97%,其次依次为康复知识宣传23.37%、辅助器具配备20.39%、康复训练指导18.39%、心理辅导17.11%,24.56%的残疾人没有接受过任何康复项目;需要康复医疗服务的残疾人占比最高,为29.03%,然后依次为康复知识宣传26.35%、辅助器具配备23.41%、康复训练指导19.84%、心理辅导18.48%,30.91%的残疾人无康复需求.结论不同类型残疾人的基本康复服务需求有一定差异,应该在残疾人康复服务体系广泛覆盖的基础上提供有针对性的服务,提高康复资源利用效率,而基于国际功能、残疾和健康分类标准的残疾人康复服务数据平台的构建能够促进为残疾人提供精准服务,有利于残疾人康复服务业发展. Objective To investigate and analyze the rehabilitation status and needs of the disabled in Xiang'an District of Xiamen City,and to discuss and summarize the corresponding countermeasures in order to improve the quality of life of the disabled.Methods This paper selects 2,349 disabled persons with certificates from January to December 2021 in Xiang'an District of Xiamen City as the research objects,with the assistance of the district government,a questionnaire survey was used to collect statistics on the basic situation,rehabilitation status and rehabilitation needs of the disabled in the district,and find out the existing problems,and to analyze and summarize the corresponding strategies.Results Among the 2,349 disabled persons,the age distribution is mainly concentrated in 46 years old and above,accounting for 80.63%;Dadeng Street has the largest number of disabled people,accounting for 24.69%,followed by Maxiang Street,accounting for 20.69%,the third is Xinxu Town,accounting for 17.11%,and Neicuo Town has the lowest proportion,accounting for 4.17%;the proportion of people with physical disabilities is the highest at 45.00%,and the proportion of people with speech disabilities is the lowest at 1.15%;the number of people with second-degree disability is the largest,accounting for 41.93%,followed by fourth-degree disability,accounting for 26.35%.Among the 2,349 disabled persons,998 have rehabilitation needs,and the rate of rehabilitation needs is 42.49%;the proportions of hospital,community and home rehabilitation needs are 32.48%,21.88%and 14.73%respectively;the proportion of disabled people who have received rehabilitation medical services is the highest,at 23.97%,followed by rehabilitation knowledge promotion 23.37%,assistive device equipment 20.39%,rehabilitation training guidance 18.39%,psychological counseling 17.11%,and 24.56%of disabled people have not received any rehabilitation programs;The proportion of disabled persons who need rehabilitation medical services is the highest,at 29.03%,followed by rehabilitation knowledge promotion 26.35%,assistive device provision 23.41%,rehabilitation training guidance 19.84%,psychological counseling 18.48%,while 30.91%of disabled people have no need for rehabilitation.Conclusion The basic rehabilitation service needs of different types of disabled people are different.Targeted services should be provided on the basis of the extensive coverage of the disabled rehabilitation service system,improve the utilization efficiency of rehabilitation resources,and the construction of the disabled rehabilitation service data platform based on the International Classification of Functioning,Disability,and Health standards can promote the provision of accurate services for the disabled,and is conducive to the development of the disabled rehabilitation service industry.
