日本东京湾中心城区虎之门Hills车站地区整体规划设计研究及经验借鉴

摘要 针对车站地区整体规划设计需面临的站城融合、交通运行效率、服务品质等规划重难点,本文通过研究日本东京湾港区虎之门Hills车站地区整体规划设计,发现发展强势的虎之门地区在轨道加站争取和改造站点过程中更具话语权、轨道线路增站带动高质量城市更新的日本经验,对国内城市更新以及站城融合高品质发展具有一定经验借鉴.总结出应以轨道交通为主体、各专业协同的全过程城市更新开发体系为目标导向,建立有效可行的行政程序层次和权力结构关联的实施框架,确保车站地区空间规划与城市设计深度耦合,避免出现规划层面协调力度不够、协调深度有限,实施运营后未能达到预期目标,最终演变成简单的连通功能等错位特征. For the overall planning and design of the station area,the planning and design of the station-city integration,traffic operation efficiency,service quality and other planning difficulties,this paper studies the overall planning and design of the Toranomon Hills station area in the Tokyo Bay port area of Japan,and finds that the Toranomon area,which is developing strongly,has more voice in the process of adding rail stations and renovating stations,and the increase of rail lines.The Japanese experience of high-quality urban renewal driven by stations has certain experience and reference for domestic urban renewal and high-quality development of station-city integration.It is concluded that the whole process of urban renewal and development system with rail transit as the main body and the coordination of various disciplines should be the goal orientation,and an effective and feasible implementation framework of administrative procedure levels and power structure should be established to ensure the deep coupling between the spatial planning of the station area and the urban design,to avoid insufficient coordination at the planning level,limited depth of coordination,failed to achieve the expected goals after implementation,and eventually evolved into simple connectivity features and other dislocation characteristics.
