摘要
在乡村治理中,公益组织参与村庄自治项目成了一种重要的实践形式.对村级公益组织绩效差异的成因展开分析,系统地探究权威力量、经济条件、精英网络、组织合法性、外部资金、外部压力等要素如何相互作用,有助于理解农村公益组织何以能够提供精准化的公益服务.基于Z省X县案例集的分析表明,村庄权威建构了精英网络,维护了村治秩序和公益组织的合法性,但经济利益分化衍生的矛盾则抑制了精英的能动性,消解了公益组织的功能,从而无法为村民带来有效且精准的公共服务.此外,如果公益组织提供的服务与村民的需求相符,而非因承担创新推广的考核压力来"逼民受益",则公益组织更容易取得良好的绩效.农村公益组织应考虑村庄的实际条件,尊重民众的需求,避免因"被动推广"和"同质化"导致公益服务的目标与手段脱节,造成资源浪费和项目失败.
In the same rural area,why does the identical common weal organizations encounter divergent performance in different villages?This research analyzes the reason of the divergent performance in 40 commonweal foundations in Z Province.By employing the methods of Qualitative Comparative Analysis(QCA),the research explores the relations among authorities,economic conditions,elite network,organizational legitimacy,external donations and external pressure.The results show that authorities initiatively shape the form of elite network and lead to the formation of organizational legitimacy.However,the differentiation of economic interests inhibits the function of authority,elite network and organizational legitimacy.The results also exhibit that self-organizations can achieve success when provide necessary and accurate public goods to citizens.The findings in this research suggest that the rural self-organized projects should pay attention to the village conditions and targets’needs to avoid the failure caused by the invalid means-aims relations due to the project homogenization and passive promotion.
