摘要 [目的/意义]国际社会面临的虚假信息威胁越来越严重,通过对美国虚假信息治理体系分析,对我国开展对虚假信息治理具有一定借鉴意义.[方法/过程]借用切克兰德系统工程方法论(CATWOE)对美国虚假信息治理方式分析,得出美国虚假信息治理环节中C(顾客)、A(参与者)、T(变换)、W(世界观、)O(拥有者)和E(约束环境)各个角色,在网络空间虚假信息治理过程中的重要程度,从而采取有针对性的手段进行治理,对我国虚假信息治理具有借鉴意义.[结果/结论]在虚假信息治理过程中,T是虚假信息治理的关键因素,A和E是主要关联因素.要实现对我国虚假信息治理的目标,需要从战略上把握T这一关键变量,增强我国虚假信息治理过程中不同途径方法的实效和合力.把握A这一关联要素,打破"孤岛效应",形成全方位多角度的虚假信息治理体系.把握E这一关联要素,根据当前国际形势制定法律法规,以缓解虚假信息对社会的影响压力. [Purpose/Significance]The disinformation threat to the international community is more and more serious,and the analysis of the disinformation governance system in the United States can provide a reference for Chinese disinformation governance.[Methodology/Process]Using Chekland system engineering methodology to analyze the American disinformation governance mode,so as to obtain the importance degree of each role C(customer),A(participant),T(transformation),W(world view),O(owner),E(constraint environment)in the process of disinformation governance.Therefore,targeted measures can be adopted to govern,which has reference significance for Chinese false information governance.[Result/Conclusions]In the process of disinformation governance,T is the key factor of disinformation governance,and A and E are the main correlation factors.To realize the goal of Chinese false information governance,it is necessary to grasp the key variable T from the strategic perspective and enhance the effectiveness and synergy of different approaches in the process of Chinese false information governance.Grasp the correlation factor A,break the"island effect",and form a comprehensive and multi-angle false information governance system;Grasp E,a relevant factor,and formulate laws and regulations according to the current international situation to alleviate the pressure of false information.
