摘要
[目的/意义]网络水军乱象愈发严重,滋生各类严重网络违法犯罪活动愈猖獗.在总体国家安全观视角下,迫切需要维护网络空间秩序.[方法/过程]鉴于对网络空间中水军治理的窘境,探讨对网络水军进行有效治理方法,并有针对性地研究治理优化路径.[结果/结论]提出水军分类打击、大数据智能管控、技术识别预警、多元协同治理、刑事处罚和行政教育相结合的措施,进行全链条打击,实现对网络水军治理"纵"深到低,缩减网络水军生存空间,构建文明网络空间安全.
[Purpose/Significance]The chaos of the network navy is becoming more and more serious,breeding all kinds of serious network illegal and criminal activities.From the perspective of the overall national security concept,it is urgent to maintain the order of cyber space.[Method/Process]In view of the current dilemma of water army governance in cyberspace,this paper discusses how to effectively govern the network water army,and studies the governance optimization path pertinently.[Results/Conclusion]Put forward measures combining classified attack of the navy,intelligent control of big data,technical identification and early warning,multi-coordinated governance,criminal punishment and administrative education,carry out full-chain attack,realize"vertical"to low governance of the network navy,reduce the living space of the network navy,and build a civilized cyper space.
