摘要
作为持续深化"放管服"改革与推动数字政府建设的新举措,"无证明城市"改革基于政府职能重组的组织调试与业务流程再造的技术更新,对全领域、全行业的各类证明采用直接取消、数据共享、告知承诺、部门核验等方式,申请人无需提供政务服务部门已掌握的证明材料,成为解决告知承诺制、"最多跑一次"等改革面临证明清理不彻底、长效机制不健全、数据共享不及时等问题的关键环节.然而,治理组织体系的优化与调整存在适应过程,改革效果的呈现并非像运用技术手段重组业务流程一样显著,需要在柔性技术与刚性制度的融合中寻找政府跨部门协同何以可能的密码.关键在于坚持以技术应用为驱动、以制度协同为保障、以文化重塑为引领,基于权力技术施压,破解传统改革过程中的信息数据壁垒、协同合作不畅等矛盾和问题,推进技术倒逼下的政府数字化转型进程.
As a new measure to deepen the reform of“streamline the government,delegate power,and improve govermment services”and promote the construction of digital government,the reform of“unproven cities”is based on the adjustment of govermment function reorganization and the technical update of business process reengineering.Adopting strategies such as direct cancellation,data sharing,notification and commitment,and departmental verification to handle all kinds of certificates in all fields and industries,applicants do not need to provide proof materials already accessed by the govenment service department.In this way,the reform of“unproven cities”has become a key solution to problems such as incomplete certification cleaning,imperfect long-term mechanism and untimely data sharing in the early reform process,which were revealed in past reforms such as notification and commitment system and“one run at most”.However,there is an adaptation process in the optimization and adjustment of the govermance organization system,and the presentation of the reform effect is not as significant as the use of technical means to reorganize business processes.Therefore,it is necessary to find the password to cross-departmental collaboration in the integration of flexible technology and rigid systems.The key is to adhere to technology application as the drive,system coordination as the guarantee,and cultural reshaping as the guide.Based on the pressure of power and technology,it is also necessary to break the contradictions and problems,such as information and data barriers and poor coordination in the traditional reform process,and promote the process of government digital transformation forced by technology.
