摘要
本文分析了卫生监管现况及存在的问题,对现有的协同治理理论进行了研究,构建了“以总部或上游供应商为平台,对门店进行预指导,执法部门进行监管”的卫生监管协同治理模式,并且确定了一系列在协同治理过程中至关重要的因素,这些因素包括有效的交流、建立信任、良好的依从性和结果反馈.该新模式的构建为我国公共卫生监督管理的发展提供了新思路.
In this article,we describe the current situation and deficiencies of health supervision.We also elaborate a model of collaborative governance in public health inspection by the existing literature on collaborative governance.This model may be summarized as follows:Headquarters or upstream suppliers first give instruction to branches,then health inspection institution supervises part of these branches.There are a series of factors that ale crucial within the collaborative governance itself,including effective communication,trust building,good reliance and result feedback.The construction of this new model provides a new idea for the development of public health supervision and management in China.
