摘要
战略净评估是美国国防决策者认识大国战略平衡、制定安全战略的重要分析工具。它以服务大国竞争战略为逻辑起点,以认知对手竞争方式为前提基础,以洞察对手的评估为支撑条件,进行全流程全要素的对比评估,最终聚焦于非对称因素的判定。1983年版《美苏战略力量——联合净评估》报告作为净评估理论的代表性成果,较为全面地展现了美国战略净评估思想的主要内涵。研究美国战略净评估思想,有助于进一步分析美国应对大国竞争的战略举措,全面理解美国可能对中国实施的战略评估。
Strategic net assessment is the important analytical method for U.S.defense decision-makers to understand the strategic balance between great powers and develop defense strategies.Strategic net assessment takes serving competition strategy as its theoretical logic starting point,takes the cognition of competitor's ways of competition as the assessment prerequisite,takes the insight of competitor's own evaluation as the condition of assessment pillar,carries out the comparative assessment of the whole process,and ends in the judgment of asymmetric factors.As the Representative research of net assessment,the report of“US and Soviet Strategic Forces Joint Net Assessment”comprehensively shows its implication.The research on the American strategic net assessment thought will help to further analyze the strategic moves of U.S.in coping with great power competition and understand the strategic assessment that U.S.may implement to China.
