摘要
农村公共服务高质量供给有助于促进人的全面发展,对实现中国式现代化有重要积极意义。本文以阿马蒂亚·森可行能力理论为分析框架,探索促进人的全面发展的农村公共服务分类、特点和供给清单;梳理促进人的全面发展目标下农村公共服务供给现状;分析促进人的全面发展目标下农村公共服务高质量供给面临的问题,包括部分公共服务存在供给短板、农村脱贫地区公共服务供给不足、仅靠政府力量较难实现农村公共服务供给质量的快速提升。最后,本文从补足发展短板、促进区域均衡、完善供给机制三方面提出推动农村公共服务高质量供给的政策建议。
The high-quality supply of rural public services is conducive to promoting the well-rounded human development and has great positive significance for realizing the Chinese path to modernization.This paper adopts Amartya Sen's feasible capability theory as the analytical framework to explore the classification,characteristics and supply list of rural public services that promote the well-rounded human development.It clarifies the current situation of rural public service supply under the goal of promoting well-rounded human development and analyzes the problems faced by the high-quality supply of rural public services under the goal of promoting well-rounded human development.These problems include supply shortcomings in some public services,insufficient supply of public services in rural poverty alleviation areas,and difficulties in achieving rapid improvement of rural public service supply quality solely relying on government power.Finally,this article proposes policy recommendations to promote high-quality supply of rural public services from three aspects:addressing development shortcomings,promoting regional balance,and improving supply mechanisms.
