摘要
回眸新时代人民代表大会制度研究,立足于“制度”本体论的“好制度”“全新政治制度”“根本制度安排”等新定位得以阐释,着眼于“规律”认识论对制度历史脉络、理论渊源、现实运行、发展完善等方面的分析得以深化,最终落脚于“以人民为中心”的价值论正义导向。值得关注的是,人民代表大会制度从“法定”到“法理”、“理论”到“实践”、“应然”到“实然”的研究仍在路上,任重道远。未来研究应当注重讲好中国制度故事、理论与实践交相辉映、坚持和完善人民当家作主制度体系,以期助力人民代表大会制度这一根本政治制度作用的真正发挥和世界民主形态中中国政治智慧的彰显。
Looking back at the researches on the People's Congress System in the New Era,we can expound the new positioning of“good system”,“new political system”and“fundamental institutional arrangement”based on the ontology of“system”,deepen the analysis of the historical context,theoretical origin,realistic operation,development and improvement of the system focusing on the“regular”epistemology,and finally settle on the justice orientation of“people-centered”axiology.It is worth noting that the researches on the People's Congress System from“legal”to“legal theory”,“theory”to“practice”,“should”to“reality”are still on the way,and there is a long way to go.Future researches should focus on telling good stores of China's system,reflecting the theory and practice,adhering to and improving the People's Ownership System,so as to help the People's Congress System play a vital role in the fundamental political system and highlight China's political wisdom in the form of world democracy.
