摘要
为了有效应对"一带一路"建设过程中所面临的安全风险,需要对"一带一路"进行全面、充分和可靠的安全保障。目前,"一带一路"的安全保障主要有市场化、东道国和工作组三种方式。其中,市场化方式是指由安保行业的相关企业和人员提供安全服务,东道国方式是指由海外项目的所在国提供安全保障,工作组方式是指项目相关国政府间以此形式协调安保事务。此外,"一带一路"的安全保障还有母国行动、国际协作和国际组织等其他方式可供选取。在此基础上,为了更有力地保障"一带一路"的高质量发展,需要建立、发展和完善"一带一路"的安全保障体系,并在此过程中做到政府与企业、回应与预防、常态与应急、陆上与海上、双边与多边并重,以及成本和边界约束。其中,作为"一带一路"国际合作的发起方,中国政府目前主要从政治支持、理念贡献和机制建设等方面参与构建"一带一路"的安全保障体系。
It is necessary to provide comprehensive,adequate and reliable security solutions for theimplementation of the Belt and Road Initiative to effectively deal with the security risks that mayarise in that process.At present,there are three main types of security solutions for the BRI interms of market,host country and working group.In addition,there are also other options forproviding security solutions for the BRI,such as home country operation,internationalcollaboration and international organization.To further promote the high-quality development ofthe BRI,it is necessary to establish,develop and improve the security system of the BRI;in thatprocess,it is necessary to balance the relations between governments and enterprises,measures ofresponse and those of prevention,normal measures and emergency responses,land operation andsea operation,bilateral cooperation and multilateral coordination,and cost consideration andborder control.As the initiator of the BRI,currently the Chinese Government is activelyparticipating in the building of the security system for the BRI in terms of political support,conceptual contributions and institution-building.
