摘要
为了健全应急体系、加强应急能力建设,应急文化建设必不可少。本文通过对我国当前应急文化研究综述,揭示我国应急文化研究不足和建设缺乏系统指导;结合研究和应急实际情况,提出应急文化应从文化维:应急意识、应急责任、应急行为、应急形象,形态维:物质态、行为态、制度态、精神态,对象维:应急管理、应急技术的"三维十度"加以建设,以健全应急体系和支撑应急能力建设。
In order to improve the emergency system and strengthen the building of emergency capacity,the development of emergency culture is indispensable.By summarizing the current research on emergency culture in China,this paper reveals that the research on emergency culture in China is lack and its development are lack of systematic guidance.Combined with the research and the actual situation of the emergency,this paper states that the emergency culture should be built from the three-dimension and ten-degree model including the cultural dimension:emergency consciousness,emergency responsibility,emergency behavior,emergency image,the state dimension:material state,behavior state,system state,spiritual state,the object dimension:emergency management,emergency technology to improve the emergency system and support the emergency capacity building.
