摘要
为响应国家“碳达峰、碳中和”重大战略决策,落实“四个革命、一个合作”能源安全新战略,立足当前时代,甘肃省交通行业抢抓以新能源为主体的新型电力系统建设契机,通过采用类比推理法,对甘肃省资源禀赋条件、开发潜力、用能负载等客观因素进行预测评价。提出了交能融合定义,测算并构建甘肃省交能融合的交通负荷与能源供给、经济效益与社会效应、交通企业与能源行业的自洽耦合机制,实现风光发电的盈利收入反哺公路基础设施建设。同步盘活闲置资源,创新商业模式,探索新的经济增长点,有效缓解公路行业能耗高、投资重、回本慢的问题,进而形成新时代甘肃交通运输与绿色能源融合发展路径。甘肃交通将在未来构建“交通+绿色”产业格局、形成“交通+能源”产业体系、创建“经济+低碳”产业生态,全力打造河西走廊绿色能源与公路运输大通道,推动甘肃绿色交通运输网早日建成,对引领路衍经济发展,助推千亿级路衍经济集群产业加快形成,实现企业转型升级提质增效具有重要意义。
In response to the country’s major strategic decisions on“peak carbon and carbon neutrality”,the new energy security strategy of“four revolutions,one cooperation”will be implemented,taking into account the current era,the transportation industry in Gansu province has seized the opportunity to construct a new type of electric power system with new energy as its main body by using analogy reasoning method.The resources endowment condition,development potential,energy consumption load and other objective factors in Gansu province are forecasted and evaluated.The definition of traffic and energy integration are put forward,the self-consistent coupling mechanism of traffic load and energy supply,economic benefit and social effect are calculated,transportation enterprise and energy industry are constructed in Gansu province to realize the profits of wind and solar power to feed back the construction of highway infrastructure.Simultaneously invigorate idle resources,innovate business models,explore new economic growth points,and effectively alleviate the high energy consumption,heavy investment,and slow cost-recovery problems of the highway industry,and then form a new era of Gansu transportation and green energy integration development path.In the future,Gansu transportation will construct the“traffic+green”industrial pattern,form the“traffic+energy”industrial system,and create the“economy+low-carbon”industrial ecology,and every effort will be made to build a green energy and road transport corridor in Hexi Corridor,and push for the early completion of the Gansu green transport network,it is of great significance to guide the development of the economy,accelerate the formation of the 100-billion-level highway-derivative economy clusters,and realize the transformation and upgrading of enterprises.
