摘要
国有企业财务管理水平不断提升。但与国际一流企业相比仍存在一定差距。加强国有企业财务管理要明确指导思想。总体目标是全面构建适应新形势要求的财务管理工作体系、财务管控能力和大幅提升财务资源集团化运作水平,实现财务管理制度化、专业化、智能化,把财务管理工作打造成区域性标杆。重点举措是加强财务管理基础工作,强化资金统筹管控,构建多元化融资渠道,支持财务人员队伍建设,推进财务信息化建设,健全财务风险防控机制,强化财务绩效评价管理。
The financial management level of state-owned enterprises has been improved continuously.However,compared with the first-class enterprises in the world,there is still a certain gap.To strengthen the financial management of state-owned enterprises,we should make clear the guiding ideology.The overall goal is built comprehensively to a financial management system to meet the requirements of the new situation,improve greatly the ability of financial control and financial resources group operation,realize the institutionalization,specialization and intelligence of financial management,and build the financial management into a regional benchmark.The key measures are to strengthen the basic work of financial management,strengthen the overall management and control of funds,build diversified financing channels,support the construction of financial personnel team,promote the construction of financial informatization,improve the financial risk prevention and control mechanism,and strengthen the management of financial performance evaluation.
