摘要
开办乡村老年食堂,既能让老人端稳饭碗,也能消除外出务工经商农民的后顾之忧,正是许多地方完善家庭养老工作的重要尝试。实地调查发现,文侯村老年食堂的兴盛与衰败展现了一幅内容翔实的协商博弈图景。在村内需求呼声增涨和邻近村庄的示范作用推动下,历经主体协商、动态博弈和渐进调适过程,老年食堂得以艰难开张。但为了化解食堂运营压力较大难题,文侯村对老年食堂的相关政策进行了两次调整,食堂也经历了"短暂免费期—高收费期—人员锐减"三个阶段,其中主体协商效力比较有限和博弈现象较多始终是影响老年食堂运营发展的重大因素,甚至还导致食堂陷入了何去何从的窘境。为此,根据村庄实际情况积累资金、注重多元主体协商和弱化主体博弈现象,理应成为维持文侯村老年食堂运营的核心思路。
The establishment of a rural old-age canteen will not only enable the elderly to eat normally,but also eliminate the worries of migrant workers.It is an important attempt to improve family pension work in many places.The field investigation found that the prosperity and decline of the elderly canteen in Wenhou Village showed a detailed view,which included many negotiation and game.Driven by the increase in demand in the village and the demonstration role of neighboring villages,the elderly canteens open difficultly through the process of subject negotiation,dynamic game and progressive adjustment.However,in order to solve the problem of large operating pressure in the canteen,Wenhou Village has made two adjustments to the relevant policies of the old canteen.The canteen also experienced three stages of"short free period–high charging period–sharp reduction of personnel",in which the effectiveness of subject negotiation More limited and more game phenomena are always a major factor affecting the operation and development of the old canteen,and even lead to the dilemma of where the canteen is.Therefore,accumulating funds according to the actual situation of the village,paying attention to multi-subject negotiation and weakening the main game phenomenon should be the core idea for maintaining the operation of the elderly canteen in Wenhou Village.
