摘要
政府监管是促进安全生产的有效手段,在当前政府安全生产监管力度不断强化的趋势下,实现精准监管,消除监管盲区和死角是监管部门提高监管效率的有效途径。以层次分析法(AHP)为基础,构建3个一级指标和11个二级指标,并通过德尔菲专家问询法确定各指标权重,对企业生产安全水平进行综合研究与评价,找出企业安全生产的薄弱环节,在此基础上为精准监管提供优化对策,以提高监管效率。
Government supervision is an effective means to promote production safety.Under the trend of the continuous strengthening of government supervision on production safety,the realization of accurate supervision and the elimination of regulatory blind spots and blind corners is an effective way to improve the efficiency of supervision.In this paper,based on the analytic hierarchy process(AHP),three first-level indicators and 11 secondary indicators are built,and through the Delphi expert inquiry method each index weight is to be determined,comprehensive research and evaluation to enterprise’s production safety level are made,the weak links of the enterprise safety production are found out,on this basis to provide precise regulation optimization countermeasures,in order to improve the regulation efficiency.
