摘要
开展领导干部自然资源资产离任审计是我国加强生态文明建设的一项重要措施。离任审计需要以来源广泛、种类庞杂的空间数据和非空间数据作为支撑,这便对人力、物力和财力提出了严峻挑战。针对目前多源异构数据缺乏整合规范的现状,面向离任审计工作需求,结合地理国情普查成果和部门专题资料,利用地理信息科学与技术方法,建立了自然资源资产本底数据库。广西地理信息测绘院运行结果表明,该本底数据库规范了审计流程、提高了审计效率,具有较强的应用前景和推广价值。
Natural resources assets departure audit is an important step towards the construction of China’s Ecological Civilization.The need of a wide range of spatial and non-spatial data for the departure audit poses great challenges nowadays.One of the great challenges is that multi-source data lacks integration norms.This paper uses geographical condition survey and departmental thematic data to design and establish a natural resources assets background database with geographical information technology.The practice in Guangxi demonstrates that this database plays a vital role in the auditing,and shows great prospect in other areas.
