摘要
2019年,广西壮族自治区气象局在全区气象部门引入ISO9001国际质量管理体系标准,建设广西气象观测领域的质量管理体系。截至2020年7月,该体系已运行1年,成效初显,气象观测数据质量稳步提高。本文主要根据广西地面气象观测质量体系建设的实际情况,结合来宾国家基本气象站工作的实际,围绕数据采集、质控、传输到形成最终数据产品,依据PDCA(即策划、实施、检查、改进)的工作程序和方法,对运行中发现的问题及时反馈、改进,最终达到提高观测数据质量的目的。截至2020年7月,来宾市地面气象观测业务综合指数较2019年有所提高,2019年为99.995%,2020年上半年为99.998%。
In 2019,the Guangxi Zhuang Autonomous region Meteorological Bureau introduced ISO9001 international quality management system standard in the meteorological department of the whole region to build the quality management system in the field of meteorological observation in Guangxi.As of July 2020,the system has been in operation for one year,with initial results and steady improvement in the quality of meteorological observation data.According to the actual situation of Guangxi ground meteorological observation quality system construction,combined with the actual work of guest national basic weather station,this paper focuses on data collection,quality control,transmission to form final data products,according to the working procedures and methods of PDCA(planning,implementation,inspection,improvement),timely feedback and improvement of problems found in operation,and finally achieve the purpose of improving the quality of observation data.By July 2020,the comprehensive index of ground meteorological observation business in Laibin City has been improved compared with 2019,99.995%in 2019 and 99.998%in the first half of 2020.
