摘要
近年来,美国对外经济政策呈现出多方面的变化,对这些变化的解读有多种不同的视角。本文基于马克思主义政治经济学的视角,从资本全球治理的理论和实践出发,对美国对外经济政策的转向做出了新的解读。在这一视角下,全球资本兼具了资本的一般逐利属性和国家属性两种性质,进而也就有了两重功能:一是代表资本家阶级执行攫取全球剩余价值的功能,二是代表母国执行符合本国利益的功能。当这两重功能都得到强化时,全球资本的母国就倾向于支持开放型的对外经济政策,而当这两重功能都被弱化或总体呈现出被弱化的情形时,全球资本的母国就倾向于支持保护型的对外经济政策。美国当前对外经济政策的转向势必会对世界经济造成严重的负面影响。从短期和中期来看,此一转向都不会有大的变化,对此我国应继续推进以"一带一路"为主要内容的新型经济全球化建设,同时积极构建国内国际双循环相互促进的新发展格局。
In recent years,American foreign economic policy has changed in many aspects.There are many different perspectives to interpret these changes.Based on the perspective of Marxist political economy,this paper makes a new interpretation of the U.S.foreign economic policy.In this perspective,global capital has both profit-seeking attribute and national attribute,and then has two functions:one is the function of seizing global surplus value on behalf of capitalist class;the other is the function of executing national interests on behalf of home country.When these two functions are both strengthened,the home country of global capital tends to support the open foreign economic policy,while when these two functions are weakened or the overall situation is weakened,the home country of global capital tends to support the protective foreign economic policy.The current American foreign economic policy shift is bound to have a serious negative impact on the world economy.In the short term and the medium term this shift will not change much.China should continue to promote the construction of a new economic globalization,in the meantime,China should actively build a new pattern of double circulation and mutual promotion.
