摘要
装备制造业的高资本、技术、劳动密集度等特点使得现有环境规制工具能否有效激发其绿色技术创新能力成为疑虑。在绿色全要素生产率框架下,通过理论分析环境规制影响装备制造业绿色技术创新的直接与间接双重效应,利用基于松弛因子的方向性距离函数评估山东省2007~2018年装备制造业绿色技术创新效率,并分别就异质性环境规制在装备制造业与整个制造业绿色技术创新中的作用成效进行直接效应与间接效应对比检验。研究表明,样本期内装备制造业绿色技术创新能力总体上稳定提升,不仅与制造业整体层面的差距逐渐拉大,而且其内部行业之间"代沟"相对明显。直接效应检验中,命令—控制型的正向效应显著性不足,而市场激励型表现为负向抑制效应,并表现为显著"U"型关系,公众参与型则与之相反;间接效应检验发现,各类型环境规制均能显著提升产业集聚和外商直接投资对装备制造业绿色技术创新的正向促进作用,但命令—控制型对技术进步的驱动作用尚待加强。环境规制的双重效应在装备制造业与整个制造业层面的影响效果不同,揭示了装备制造业绿色技术创新中,不仅要采取环境规制工具"多规并施"的现实需求,也应实施有别于传统制造业的差异化规制策略。
The high capital,technological and labor-intensive nature of the equipment manufacturing industry creates uncertainty as to whether existing environmental regulatory tools can promote its green technological innovation.Hence,under the green total factor productivity framework,the direct and indirect effects of environmental regulation on green technology innovation in equipment manufacturing were theorized,and the efficiency of green technology innovation in equipment manufacturing in Shandong province was evaluated from 2007 to 2018 based on the directional distance function with introduced relaxation factor.Moreover,the direct and indirect effects of heterogeneous environmental regulation on green technology innovation in equipment manufacturing and manufacturing were examined.Results showed that,during the sample period,the capacity for green technology innovation in the equipment manufacturing industry was steadily increasing,and not only the gap with the overall level of the manufacturing industry was gradually widening,but also the"generation gap"between its internal industries was relatively obvious.In the direct effects test,the positive effect of the command-control type was not significant enough,but the market incentive type had a negative disincentive effect and a significant"U"type relationship,while the public participation type showed the opposite.Indirect effects test found that all types of environmental regulations could significantly enhance the positive promotion of industrial agglomeration and foreign direct investment on equipment manufacturing green technology innovation,but the role of command-control type as a driver of technological progress should be strengthened.The dual effect of environmental regulation had different effects on equipment manufacturing and manufacturing.It meant that in the process of equipment manufacturing green technology innovation,not only multiple environmental regulatory tools should be implemented,but also the strategies were different from traditional manufacturing.
