摘要
近年来,随着城镇化战略的持续推进,居民住房条件相对改善,但由于居民对购房的强偏好,住房租赁市场在整个住房供应体系中的发展相对滞后。如何高质量发展住房租赁市场,对于完善整个住房供应体系,有效解决城镇居民住房问题有着十分重要的现实意义。本文以合肥市为例,对近些年支持住房租赁市场发展的政策进行述评,通过对2020-2022年的住房租赁需求进行预测,提出住房租赁市场高质量发展的四大对策,即:优化住房租赁用地供应;实施住房租赁财政支持;创新租赁住房金融产品;保障承租人合法权益。
The resident housing condition has improved overall in the background of urbanization strategy in recent years.However,the development of housing rental market has lagged behind compared to the whole housing supply system because of the strong preference of residents’house buying.The high-quality growth of housing rental market is momentous for the housing supply system promoting,and is meanwhile a considerable solution to urban residents housing problems.This paper summarizes the policies of Hefei City aiming to support the development of housing rental market in the last years,forecasts the housing rental demand in Hefei between 2020 and 2022,and proposes suggestions accordingly from four aspects,which is the optimization of house rental land,the implementation of house rental fiscal support,the innovation of house rental financial instrument,and the protection of tenants legal rights and interests.
