摘要
信息通信技术对推动国家和地区的经济增长与长远发展具有重要意义。在全球经济信息化、数字化发展浪潮下,中亚地区非常重视信息通信技术发展,近些年在信息通信技术接入与应用、产业与贸易等方面取得了阶段性成果。然而,中亚信息通信技术发展起步相对较晚,地区内外部和国家不同地区之间存在巨大的发展差距,急需解决价格偏高和安全性不足的问题,各国共同面临资金、技术和人才缺乏,监管不完善和联通性不足等挑战。中国与中亚国家应以"数字丝绸之路"建设为契机,在总体上加强"一带一路"与中亚信息通信技术发展战略的对接与协调,提升联通性合作;在宏观上增强政府电子信息化和信息通信技术监管能力,提升治理合作;在中观上加强信息通信领域基础设施建设,提升产业合作;在微观上提高信息通信技术和人力资本,提升企业合作水平。
Central Asian countries attach particular importance to the development of information and communications technology in the midst of global economic informatization and digitization and achieved periodical results.Considering existing weaknesses,it is advisable for China to assume measures in different levels,including the facilitation of the interconnection and coordination between the Belt and Road Initiative and the development strategy of Central Asia,the promotion of the cooperation for intercommunication,the enhancement of government ability to regulate electronic informatization and the information communication,the facilitation of the construction of information and communications infrastructure and industrial cooperation,and the enhancement of human capital and the promotion of the cooperation among enterprises.
