摘要
东京的TOD(transit-oriented development)开发是以车站为核心拓展车站空间,将整个街区细致地衔接起来。以东京中城日比谷作为案例,研究TOD型城市更新。中城日比谷通过接驳开发地块以外的地铁站,在提升可达性的同时,构建出舒适的慢行网络。此外,伴随城市的发展,逐渐出现如何完善以人为本的公共空间、如何打造人气聚集地等问题。城市更新项目也因此需要对周边区域做出一定的公共服务,以提升城市的公共利益。东京的城市开发制度引导开发商能够在更灵活地进行规划的同时,进行公共服务建设。中城日比谷便是运用此类城市规划机制的城市开发项目之一,通过多方合作实现跨领域的城市开发。政企合作也是其中不可或缺的要素,高质量的公共空间、城市的活力营造,在借鉴企业等社会资本的技术经验之后在东京得以更好地实现。
In Tokyo,transit-oriented development(TOD)has been adopted to expand the station space with the station as the focus on the station and connect the entire town in detail.This study considers Tokyo Midtown Hibiya(referred to as Midtown Hibiya)as a TOD-type urban renewal case study.At Midtown Hibiya,we aim to improve convenience and build a comfortable network by connecting it to a subway station out of the developed region.In addition,urban renewal is expected to solve problems along with the city development,such as improving public space for pedestrians and creating lively bases.Developers can make highly flexible plan proposals and need to make developments that contribute to the public.Midtown Hibiya uses various cooperation methods for cross-domain development through an urban plan mechanism.It is possible to utilize the technical experience of social capital to form high-quality public space,thus promoting urban prosperity.
