摘要
近年来,国际发展领域开始逐渐探索私营部门在对外援助中扮演的角色。探索公私合作模式在农业援外项目中的实践应用,围绕管理、合作、互动、身份等维度的设计逻辑,在既包括纵向科层制管理,又包括扁平化网络机制形成的纵横交错的农业援外治理机制中,瞄准私营部门的坐标,找准私营部门参与的关键环节与程度,完成私营部门内嵌其中的委托—代理关系,以发挥好交易成本—效率机制的实践运用。政府不能简化地运用行政手段干预私营经济活动,或将单纯的个体企业经营行为政治化,应找准私营部门的位置和角色,促进中国农业援外项目从粗糙的技术合作的1.0阶段逐步转向知识合作、技术转移、投资与贸易合作的全面可持续发展的2.0阶段。
In recent years,partnership with private sector is widely considered crucial in interna-tional development field.Explore the practical ap-plication of the Public-Private cooperation model in the agricultural development cooperation,focusing on the cross design logic formed by vertical bureau-cratic management and flat network mechanism.The government cannot simplify the use of adminis-trative means to intervene in private sector's activi-ties,or politicize the individual business operations,identify the position and role of the private sector,explore different levels of engagement for partner-ships with private sector actors under the concepts and principles ascribed to agricultural development cooperation,promote the transformation of China's agricultural development cooperation from the 1.0 phase of rough technical cooperation to the 2.0 phase of comprehensive sustainable development in-cluding knowledge cooperation,technology transfer,investment and trade cooperation.
